How do I slow down the school network to where youtube videos lag for everyone in the lab?

There are students in the computer lab that play music on youtube very loud. Is there a way to slow down the school network to where it lags their videos? 3. This makes you equally as bad as them, but nope, your school probably has an incredibly past internet connection thus downloading big files wont make that much difference. Try uploading files which are GB's in size. This is all under the assumption that your network doesnt limit the connection to each PC and is based on the network topology used.
